Improving approaches to the formation of the corps of judges in the Russian Federation

Abstract

The article is devoted to the analysis of the problems of selection of candidates for the positions of judges in the Russian Federation. The transformation of key skills of a judge in the context of the evolution of the judicial system from a bureaucratic to an active model of justice is considered. The need to increase the activity of judges to create a new practice in the context of the complexity of legislation is emphasized. The shortcomings of current approaches to the selection of candidates are analyzed and ways of improvement based on domestic and international standards are proposed. The need to take into account the personal and psychological characteristics of candidates for the positions of judges and the introduction of resource assessment methods is emphasized. The formation of a reserve of candidates is proposed in order to create mechanisms for the development of the necessary personal and professional resources of applicants for the positions of judges in the Russian Federation.
